Ask these questions:
What is a packet?
What is contained in the packet?
How is the packet made?
How is a packet moved around a LAN?
How does a network device discover other devices within the LAN?
How is a packet routed over the internet?
Once you understand how that works then start looking into protocols and how the are made and work in the real world.
I hope these questions give you an idea on what to look for.
I haven't read TCP/IP illustrated, so I can't say to read it or not. But I have a lot of networking knowledge, so hopefully these questions will give you a good start on where to look.
