Been curious about this as well, my step dad sells then things and sets them up/programs them. I know the ones for just one business has an application run form a desktop, but I don't know about the full sized ones run by multiple business. I terrible doubt some dudes climbing up there with a laptop, so it's probably just pushed through TCP/IP or wireless. Probably just another part of the "internet of things".

Reminds me of hacking those road construction signs. I doubt the have a hard-line connection to the net or any for that matter.
You can try sifting though terrible cooperate documentation, if they exist.
Best way is to just climb up one and check it out. I bet its just an sdcard slot in a locked terminal box.

At my Uni (i work student IT) we have a signboard that I found out is controlled though a phone line/dial up, but I'm not sure how the messages are set. It can't be complicated, the operator reported it wasn't connecting and had the phone line plugged into the Ethernet port...
