What you're proposing is basically how Tox started (on a chan no less), but the idea was unique. The world doesn't need another -insert established project/organization here-. It needs more focus on the ones that already exist.

How about not setting up meetings, but having signs. Ones hidden in pop culture. The wondrous part of global police architecture is the fact that its base it more bureaucracy then anything, and bureaucracy is really good at half assing it. A lazy government is a good target as all bureaucracy become. So we just hide in plain sight. Make codes with series of images, or even just the right image in the right spot. Like a smiley face sticker in the right hand corner of a laptop, except exactly 1 cm away from the corner. Something that shows but will slip past bureaucrats.
