I think it at least partially originated on reddit nosleep/x/other similar boards. It's an easy stand in for what used to be secret chat rooms or forums in the internet horror genre.

Part of the mend meme is that you play along, so I'd think before taking these things seriously.

Anyone using the phrase "deep web" is either a fuarrrking mong or severely misinformed.
It originates as far as I know from this fuarrrking ice berg image. The correct term is onion sites or tor network.

As for the stories, it's mostly a fuarrrking meme. Nothing bad happens if you install tor, and it's not illegal to do so.
There was a bit of easily accessible child pornography before (it was linked on the hidden wiki) but it has been removed from the wiki now. Police raids from about a year ago took down most of the sites as well.

Don't by into the hype made by luddites.

The deep web is a technical term, it means the web not indexed by search engines. Forums that require registration to view are considered deep web.

Onion sites could be considered a dark net, but that isn't a technical term.

I've wanted to spend some time looking through .onion sites but that's always been my fear: clicking some fun-looking TORchan thread, discovering that it's been derailed into a CP thread, and having the cops knock on my door thinking that I knew exactly what was happening.

I also don't really want to type "TOR child pornography laws" into any sort of search engine for probably obvious reasons.

The child porn sites are a lot more prevalant on the clearnet. I'd honestly rather have pedophiles protected by Tor than have them view it on the clearnet and run the risk of the site being found by somebody unaware or ending up arrested/raped in prison.
Unfortunately, reforming or reconsidering laws to better fit public interest isn't as high-priority as prosecuting people who might as well be living buzzwords (pedophiles, terrorists, vandals, thieves, ideological extremists).
