the "board_locked" is set once in /inc/config.php, L 298 and called once in post.php L 20.

Those 2 files are straight copies from vichan, nothing in those files has been altered. If locking the boards doesn't work isn't this a vichan bug?

I tried to run the lainchan code locally from an old commit, there seem to be some problem with the latest commit. It told me the install was successful, I don't see an index file tho. Not sure how to run this

Are you sure that true is spelled correctly, in all lowercase?

It's not a bug. Your software doesn't have that feature. You can either make it impossible for non-mods to post at all by changing the config file or you can let everyone post.
